Secondly, PISA testing indicates your optimism for public K-12 is greatly misplaced unless you are OK finishing behind Estonia.
I am pretty sure the US would be thrilled to finish behind Estonia...
The latest PISA results information is PISA 2018 results
With a mean score of 1,736, China topped the list ahead of Singapore in the second spot and Estonia in the third spot.
The United States only made it into 22nd place with a total average score of 1,485, just slightly above the 1,465 average scores for all OECD countries assessed.

The US could probably have done as well as China if it were as selective as China is when offering the test. Only four out of 31 provinces offer the test, and they are the most urban/advanced provinces.

So why aren't we doing the same ? Is it because we think "everyone is a winner" ? Is it because of "equity" ?
Why aren't we sending our best and brightest to take these tests like other countries ?

The schools that participate are supposed to be selected at random and then the students within those schools are also selected at random. Every country is supposed to follow the same selection process. Even allowing for China cheating, we'd have to consider pretty much every other country also cheated if we want to claim cheating.
Meaning either the PISA is completely invalid or it's telling the true situation with the US education system.
After a big loss on Saturday, poor players and fans will spend Monday arguing the other team cheated, or the refs cheated, or something. Champions come in on Monday to study game films and work on their game.
I'd much rather our education system start working on their game.
