Mitt Romney’s campaign took out a $20 million loan in August and ended the month with $38 million less in the bank than President Barack Obama.
At the same time, the campaign gave out about $200,000 in bonuses to senior employees just after the Republican National Convention, which ended with the candidate not getting much of a bounce in the polls.
But Romney's campaign website is still pleading for money, in chunks as little as $15 a donation from the little guys.
They did not deserve the bonuses. They are running an absolutely horrible campaign.
That being said, your quote (not surprisingly, given how much of a partisan hack you are) is misleading. As is pointed out in another portion of the article, the loan was because Romney was not allowed by law to spend more $$$ until after Romney accepted the nomination.
Moreover, Romney + the RNC and affiliated state parties had a cash advantage (a fairly significant one) over Obama + the DNC at the end of August.
In addition, Romney got about a 3-4 point bounce in the RCP average from before he announced his running mate through his convention.
