An analyst on FOX was talking about this. He said part of the problem is the Sunni/Shia divide: Council on Foreign Relations

The US can't go "all in" because that would convince some factions that are just sitting on the sidelines now that this is their war too and they would jump in. It would become much much worse.

Maybe, but I'm talking more than its head as in any one guy, but its entire base of operations..the mother ship, so to speak.

To be honest, we really are responsible for this. There's always the risk of radicalized Muslims entering our countries(there would be thorough screening), but really, we do have a responsibility to accept at least some refugees. It's not going to be on the scale of Europe by any means.
At the same time, we really need to stop a lot of our military engagements... Getting entangled in superfluous fights will lead to further destabilization... Instead we need need some Arabic countries to expand their operations because let's be honest, it isn't always America's duty to fight the wars. If there is a terrorist attack on U.S. soil, there'll definitely be red lashback, although at least it looks like warmongering Lindsey Graham is done for.

The fact is our options for direct action against ISIS/ISIL are fairly limited because it's not a sovereign nation, but a radical movement that operates in several countries far away from the U.S.

Remember, invading Iraq is what enabled these groups to thrive, so we need to be very careful about how we approach this issue. Another invasion could just create and inspire more terrorism.
