Meaning normally States like NY, California, and most blue States contribute more to the Federal Gov't then they receive. In short NY subsidizes a state like Florida. California a State like Mississippi. Trump is a NYer maybe he will streamline this system to make it fairer for his home state.

I think that's what's going to happen basically, because his tax cuts do not benefit the working class at all. And most of the super wealthy are in Blue States, and they will enjoy the fruits of Trump's labor.
