I think it would be a good idea to save a few months worth of living expenses before trying to move anywhere especially if you don't already have work lined up.

Where are you moving from? Eastern Europe? Asia? Africa? High unemployment is a problem almost everywhere in Europe, including Slovenia, and many Slovenians migrate west in hopes of finding employment. There is no place on earth that I know of where you can live without money. If you find one, please let me know!

Well it depends on how you want to live. There are plenty of places where you could go out in the woods and farm or eat nuts and game provided you stayed inconspicuous, but that's not the sort of life most people want. I suppose you'd still need some money, but without bills to pay it is a lot less of an urgent need.

The poster wants to learn and deal with friendly people, work and so on which pre-supposes being a part of society, not a hermit.
Why Slovenia ? Do you speak Slovak ? Family there ? Anyway, I doubt if they will let you into the country with no money - see Visa information.
