Not a surprise, most of the years of the Zapatero Administration have been economically stagnant. As long as the PP does well in local and regional matters, I am sure they will win on a national basis next year.
It didn't matter who was in charge. Spain has had a huge unemployment problem for a log time. No government has managed to solve that problem so far.
Conservatives won't succeed, either. There is simply no modern economic backbone to speak of, neither in Spain, nor in Portugal, same dilemma. Developing such a foundation takes decades and both countries have just started on that path. An additional problem is that there is considerable brain drain from both countries. There are great scientists, but since there are no jobs for them, they go to Britain, the US, Brazil etc. And most of them never return, except for vacations.
Spain was at the apex of economic expansion at the end of Franco's regime, between 1960 and 1975, those who criticized that great man should meditate the lesson.

And now they'll have the PP party back and there will probably be a big economic boost in the sales of fascist memorabilia to help the economy along.
