It depends, french culture is not only northern French, And Italian culture is not only southern Italian.
Corsican culture is not that much different to other mediterranean french regions. Its mountain villages used to have very similar culture to what is found in southern Alps or Pyrennees more than most parts of Italy. Corsican dialect is closely related to Tuscan (on which standard Italian is based on), as such Corsican culture is related to Tuscany by language, but thanks to its insularity and mountainous character it might be also bit distant. Corsica is not closer to northern Italian areas, and Corsican culture is definitly closer to Provence or Nissart ones than to Lombardians, Venezian or Piemontese ones.
