if a non european was vacationing in Europe, which country would they experience the least amount of discrimination? and would be welcomming of a non european visitor?

A non-white person will experience the least amount of racism in France and the UK.

Due to them been cosmopolitan countries.

Also that they are quite easily the most adapted European countries to different cultures and types of people.

Although in the UK there is sometimes a hidden burst of xenophobia especially from the older generation of British people.

Still both countries would be the best.

Sweden, Ireland and the Netherlands would be the best choice. Although ex-colonial powers such as France and the U.K have larger immigrant populations, a non-white might feel comfortable because of it, but the white people in those countries might be more prejudice than those living in countries with smaller immigrant population. In my visit for example in France, I pitied Black people, they are treated really badly and always have the police running after them and asking for papers and so forth. Plenty live in very poor conditions, "Banlieuses", though this might be "better" than the countries from which they came from, which are probably at war or going through political turmoil. However in European standards, those people are in very bad conditions. The fact that there are more Black people in France than for example in Germany, doesn't mean they don't suffer from racism. They actually do. While in the U.K., there are strict laws protecting minorities, so racism is much more subtle, hidden but when it shows it's ugly head it's an awful sight! In ex-colonial powers, Black people are in my opinion treated as "former subjects" or as "children" in a sense. It takes an. intelligent or analytical person to see this.

Europe is NOT America. Things are different here. The amount of racism is pretty limited. Especially to tourists if they are behaving themselves. Just be a good tourist and everyone will welcome you. Well at least in western Europe. I have no experience in Eastern Europe.

Me too. The whole question is stupid beyond belief. A tourist/visitor will experience absolutely no racism in any European country. And why would anyone? You're handing them your money.

In London, Paris, etc, your extremely unlikely to experience any overt racism. Same way your extremly unlikely to experience racism vacationing in NYC.

Perhaps in any Western European country, unless we are talking about ethnic Jews going into Muslim areas there or whatnot. However, some parts of Eastern Europe (Russia, et cetera) might show some racism to tourists/visitors.

When it comes to racism, America is not America either. It is my opinion that the most racist people in America are those that ask about racism. They need to just live their lives and forget about their skin color. We're all just people. Racism is something they experience in their minds. I don't know about you, but I get tired of hearing about it.

Yeah! Both places are equally rude to everybody. I have never heard of London as being a rude place but I have heard plenty about Paris and NYC.
