I think you are confusing the real terrorism and civil war. These are different things.

They ("democratic government" in Kiev that is) don't like the definition of "civil war." If they would have acknowledged that there is a civil war in Ukraine, ( which it is,) they wouldn't have got loans from IMF.
That's why they christened it "anti-terrorist operation" and those whom they are bombing - "terrorists."

This pretty much sums it all up.
