I'm in the military. Where are you currently? If you are in the United States, and you meet the eligibility requirements, you should consider military service if you're truly interested in relocating overseas. It's one of the best ways to do so.

Brussel is not so expensive in Europeans standards. The quality of life is quite good, and the night life is mostly based around bars and electro clubs. Most people are nice and friendly, and many speak good enough level of English. But you'll need to learn some French or Flemish if you really want to enjoy the local life ; French is more dominant in Brussel, but Flemish become more dominant outside the city. You'll certainly meet a lot of other nationalities, especially French who have invaded some places of the city.
If you drive a car, just remember some places don't have any traffic lights. When this is the case, pedestrian is king.
Still the best Capital to travel in Europe, even England is close. Take your car to Calais and jump on a ferry.
