The 2011 census put 25% of the Estonian population as Russian, 1.7% as Ukrainian and 1.0% as Belorussian. The largest "not near" immigrant group are the Armenians, 1400 people strong, the only one over a 1000 individuals.

Partly, yes. Switzerland has also a very strong Balkan presence.
