Many Middle East countries get quite chilly winters anyway, Damascus for example has very hot summers, but winters are fairly cool, with night time temperatures averaging close to freezing, it sometimes snows too...

They will demand real housing with fireplaces, fur coats and hats, down beds, and 5 warm meals a day. I wonder if people will be forced to take them home, and share the rooms.
How on earth would they be able to implement that particular scenario!!
Expect a sudden decline in the population of furry animals in the vicinity.
