My best bet is, Spain doesn't have any snow removal equipment in places that get once every 40 years snow.
Been many times in Spain driving a truck. The NW can be cold, the mountains... Never went up.

Spain still is does not have that much snow.

Because it is more like a tropical country or desert, sorry.

Yeah that's entirely inaccurate.. The geography of Spain is as diverse as that of California, only parts of the Canary Islands might be considered tropical. Madrid is actually the highest capital in the EU, with an average elevation of 667m. There are plenty of mountain ranges around the country that get tons of snow every winter, most famously the Pyranees (between Spain and France), the Sierra Nevada in Andalusia, and the Sierra de Guadarrama, which surrounds Madrid. There's more to Spain than the Costa del Sol. Snow and cold weather isn't uncommon in certain areas of the country, it's just uncommon to get 40+ cm of snow in Madrid and have it stick, but Madrid is far from a tropical area or desert.
