We are moving to Mannheim I will be working as a civilian for the US military I have figured out how to transport our dog but I am wondering how difficult it will be to find a rental that will accept one. We have read that agencies charge 2 months rent and would like to avoid that if possible. Also are there good kennels?

It should not be a problem to find a rental, however most lessors will request a deposit for sure.
You may read through the regulations for pet animals entering the EU first. Plus you can search the internet for "Hundehotel Mannheim" to find various kennels.

Poppys, I assume, even as a civilian employee, you will be able to use the on-post Housing Referral Office. They will have listings of available houses and apartments. The listing should even say whether pets are welcome. If the Housing Referral office is available to you, I'd highly recommend it over paying a German Immobilien (Real Estate Agent) a hefty fee! As Chispirit says, dogs are always welcome in germany; especially the well-behaved ones! When I was stattioned in Germany (Bitburg) there were a number of businesses that catered to Americans that would do whatever was necessary to ship your pet to/from Germany. One of the firms was "Janik Pet Services". I've only seen their ads and have no idea about their reputation, but that might be a start...
I exaggerate only slightly when I state that they often treat dogs better than people in Germany. No problems.
