I can maybe see taking a chance on some cheap "fast fashion" that's only going to be in style for a season or two, but expecting a $30 prom dress to look like what you'd buy at a formalwear or department store? With the consumer nightmares that have come out of China (melamine in baby formula, Chinese drywall) plus a too-good-to-be-true price it just doesn't pass the smell test.
Having said that, I'm not saying they deserve to be ripped off. Also, Facebook sucks for essentially washing their hands of the problem.

Reason: Extra thoughts
Live and learn, I guess. I order clothes frequently but I use trusted sites. In most cases the sites I use have been in business well before the advent of the internet.
If you don't know the business, and it hasn't come recommended, then I guess it is a case of buyer beware.
You could report it to your state's attorney general, especially if they don't honor a return policy, or have a customer service line. I'd really hate to think that I'd given my charge card info to them too, even if they are certified.

I would never buy clothes off of Facebook ads without first researching the company. Especially clothes that are advertised as 75%-90% off. If I'm buying a dress for $1.99 it seems kind of like one of those situations were you get what you paid for. It might sound mean but people have to be pretty gullible to believe they're getting a $300 dress for that cheap.
With that being said, Facebook needs to do more to prevent these types of ads from being on their site.
Absolutely stunning dresses show up on my Pinterest page suggestions all the time for like $20 bucks from some sketchy website - I'm often kinda bummed that I don't know the source because I would pay "real" money ($150- 200) for some of these dresses.
