This was in New York City at a networking opportunity for small businesses given by two of the largest engineering firms in the country.
Maybe I am just old, but this is beyond "business casual".

Yeah, it's just *tacky*, not business casual. The top may be ok, I can't see the whole outfit from this angle, but what's up with the bar straps? No excuse for that, wear a strapless bra, don't wear one, or wear a sports bra.
When you're dealing with somebody who would choose that, who just has that ponytail with an elastic and those bra straps showing, you know it's someone who really doesn't know better.
There are a lot of people who don't understand the difference between dressy/formal and professional.
I'm with you, visible brastraps are not appropriate for work-y things. but these days people are wearing see-through and backless tops to work. This looks pretty professional in comparison. She needs a racerback bra.

I was in a similar situation when I was on a business trip which included after-hours socializing. One of the nights, we were going to play volleyball. I had brought an athletic shirt similar in cut to the one worn by the woman pictured above. I thought that I had brought my t-back bra...but oops, had forgotten the darn thing at home. Stuff happens.
I didn't wear my bra with my athletic shirt and couldn't go without one since wearing a DD cup, it would be pretty awkward playing volleyball flopping all over the place. I ended up putting on one of my dress shirts with my shorts.
Sometimes you just go with what you have and it either works or doesn't.
If it had bejeweled straps I could have given her a pass, or at least a black bra, but yea a dingy white bra with that top is declasse. She should've gone bra-less in this instance.
That should be apparent from the front. I have seen people wear bras that shouldn't be worn with peekaboo sections in the back and I figure they probably didn't know what it looked like from behind (like a cut out in the back and half the back band of the bra is showing through the cut out), but it looks like the straps would be apparent from the front, too. Not appropriate, unless the job requires that look
