No, it's not. I think you think it's a necklace, but it isn't, it's a military medallion.
It's fashioned after an old style European (Greek or Russian or German) military sunburst medallion of merit and honour. Military medallions and smaller medals are not intended to be worn as common jewelry. To wear it as jewelry would be pretentious and boastful and one that size would make a man out of uniform look foolish and people would laugh at him, especially if it wasn't deservedly awarded to him by his superiors.
Medallions that big have to go on chains around the neck because they are heavy. They are intended to be worn together with other medals, badges and patches of rank and station on a dress uniform when the person who was awarded the medal is wearing his dress uniform to important military dress functions.
That one has been altered, it's old and when you look at it under high magnification you can see it is badly scratched and gouged in places. Somebody has tried to buff it but didn't do a good job.
The crested hawk insignia in the center of the sunburst may give you an indication of what country and military order it's fashioned after.
Depends. Would pair nicely with grillz. Just kidding...
