I was driving through downtown Flag the other day, the west side below the observatory. There's a lot of poorly maintained properties. Weeds, peeling paint, junk in yards. Why?

That area, walking distance to downtown and the university should be very desireable. Why not? I understand the trains, but I'm talking about several blocks away from the tracks. And homes can be soundproofed.

Why is this area not being renovated? Is it that new people moving to the area want chalets in the trees as opposed to downtown convenience?

I'm just curious, been looking for a summer home.

People who want summer homes typically buy into other areas of town. The area you're referring to (as well as southside, between the train tracks and NAU) has a high student population. Rents are already very high, renovating them would push their primary customer base out of the price point.

no reason to pour money into a place when you have a ready-made rental pool and an already-pricey and desirable location

and, also, Flag has never really been a flashy place
