Okay, so I'm 21 years old (female) and have been limping by on a learner's permit for the past 6 years The reason being, I'm still living with my parents while I go to school, and neither they nor I can afford $1200/year for me to be added as an occasional driver to their policy. But, at this point it's getting kind of ridiculous.

So my question is, is there any way I can sign a waiver or something so that I won't have to be added to my parents policy if I get my license? In other words, I would agree not to ever drive their cars while I'm living there, and only drive friends' cars occasionally.

First why are you still on a learners permit at 21? Why can't you get a drivers license at 21 years old?

Why would you need to be on their policy? I think you need to talk to the agent. You are not a minor.

Yes, there are waivers for residents in a household who will never drive the cars. We had to have one made up for a ex-roommate when the insurance company insisted that everyone who lived in the residence had to be on the policy.

Yep, Florida law, everyone in the house has to be listed of 18 or older. My wife does not drive, and she is on my policy as a non driver though. Even without a license.... Why i don't know but they say it has to be.

You have to be listed on the policy, but you can be an "excluded driver" which will reduce your premium.

Exactly.

Our son is a listed driver on our policy, but we have excluded him as a driver on the two more expensive cars, so he's only on the older sedan he regularly drives and on my car which he drives now and then when he's running errands for me. It cut the additional cost of him being on the insurance from about $6000 a year (one of the cars is a roadster) to around $1000.
