Power out 12 hrs...refrigerator: what to toss, what to keep (freezer, homemade)

We were out for 48 hours during Irma until I could get the generator up and running, we didn't have to toss anything. Nothing got to room temp. Did you open/close the fridge during the outage?
Unless you left the refrigerator door open during the 12-hour power outage, everything should be fine.
Unless the mayonnaise was homemade or very old, there should be no concern. Commercial mayonnaise contains enough vinegar to allow it to weather a brief power outage (and 12 hours is really quite brief if the door was kept closed) and remain stable. The open dairy products should be fine as well; they just lost a couple of days at the other end of their viability. Use them up now.
Your list looks good, just wanted to say, I am sorry this happened to you. I would taste the open dairy, if it is cheese it probably is OK.

found a government website about this issue...recommends tossing eggs, soft cheeses, mayo, milk, cut fruit, cooked vegetables, creamy based dressings, pasta

Newer fridges have excellent seals. Never open the fridge doors and usually nothing has to be thrown out for a 12 hour outage. Older fridges seals were never as good and break down over the years.
As someone who has had food poisoning, and never wants it again, I would toss it all. No amount of money saved is worth the risk of going through that.
But, I always err on the side of caution, and I hate throwing up.
