Can you cook dry pasta, in the microwave, without water? (ingredients, lasagne)

I noticed with Alessi Autentico, pre-cooked, no boiling lasagna below...
The microwave instructions say to layer with ingredients, and cook for 15 (fifteen) minutes. No mention of adding ANY water. I've never known it to be safe to cook/heat any dry noodles or pasta in a microwave, without it being in water. Would the ingredients actually cover for the lack of water? Just doesn't seem right
The ingredients would have to be some kind of liquid - tomato sauce or whatever. And for the price I expect it is some sort of pre-made dinner. What exactly does it say on the back?
Of course you can make lasagna without boiling the noodles, just layer them with the tomato sauce and cheese and whatever you're putting in it, but there has to be enough liquid so the noodles can absorb what they need.

Ah, that's what I suspected. So some chicken broth, marinara sauce, etc. It's not enough to just put chopped veggies on top of it!
I saw on Amazon that it said to dip in water first and then use, but didn't see that anywhere else. I think it would need some sort of liquid to make it flavorful, but it's pre cooked so there isn't a reason to add a lot of liquid. I would imagine if you put some veggies layered and covered it in plastic wrap you might have enough natural liquid but I would layer in some fresh tomatoes and not expect anything amazing but edible for a fast meal.

I don't mind, as I know what I'm getting into going with precooked stuff as far as flavor and taste go.
My main concern is if you microwave dry noodles (like them ramen packs), it can burn, and even start a fire. THAT is what I'm trying to avoid with this particular product.

If that's the instructions... Is there a recipe on the box too, or is the problem you're not sure how to make them?
