Here in Europe it's perfectly possible to buy good quality food and drink without paying a premium price.
I just avoid anything that's processed.
The German supermarkets Aldi and Lidl have superb deli sections and their coffee is superb.
And there's perfectly good wine at around €10 a bottle ( and cheaper but poorer quality )
I will pay slightly more for good quality bread but again it's freely available everywhere at a decent price.
The basic rule is if you pay for convenience you're paying a premium for crap.

When I read the OP's title, I thought about special treats we might purchase once or twice a year and not "everyday" items, which we already buy top quality. Quality caviar, geoduck, cured ham (not just prosciutto), champagne (Krug) and ingredients that you won't find in supermarkets. Chocolates from 2 local Chocolatiers. Somethings, like Speck, you just can't find, so we make our own using Jowls from heritage breeds and pay a premium for.

On a regular basis, not so much. We like quality but there is a limit as to how high we will go. For special occasions that is a totally different story. I will add, things like "organic" not often but I do love our farmers markets for fresh produce

the foods we eat regularly that I do pay more for the quality:

fish
always bread
good cheese
salad dressings if I don't make my own.

Organic milk because it lasts longer.
Seafood
Butter
Prime rib at Christmas
Cage free eggs
We dont eat much bread, but the bread we buy is artisan and more expensive than regular.

We buy mostly fresh ingredients all the time, but I don’t think they are splurges.

Lunch meat.

With the exception of cotto salami, I won't eat the prepackaged stuff. If I'm doing sandwiches, it needs to be Boar's Head from the deli counter.
