I always thought "hot dog" referred to the actual meat link inside. Thus when placed in a bun is actually a "hot dog sandwich" but we all just say "hot dog" for short.
Well, I have noticed for decades, that food service providers (wholesale food service), catering companies and even menus at restaurants, all list hot dogs under the “sandwiches “ subsection.
