For the past 20-25 years we have been told to recycle, reuse right? Now folks invest money into rain water systems just like solar systems for their own homes. Big companies and our govie see they aren't making as much money off them in taxes of utilities and such. So now it becomes illegal to have a rain barrel or a catch system?
To expand on your thought of someone upstream essentially damming in my neighborhood? It would have to be a mighty big dam/catch system since there are only 3 of us on my mile road.
I think
my garden would be safe it would still receive rain drops the natural way.
I choose to live in the rural country not up on top of my neighbor see? All my neighbors would be here to bring me water if I needed it. Just like I help them if their pigs or cows break down a fence. Neighborly gotta love it.
