Now - LT1 Caprice. That's a totally different animal. Most of those old ones are being gobbled up by car crafters when the PD's retire them for the engines or a cheap fast car. But a Caprice is defenitly NOT a Crown Vic.
Really, the legend of "souped up cop cars" is just that, a legend. These cars sometimes had upgraded radiators, tranny coolers, maybe oil coolers, maybe some suspension work. Like you said the radio does the rest.
I had to try and defend them... I am a 9C1 and LT1-Fleetwood owner. I think I will be keeping my 9C1's silicon hoses forever! P71s and 9C1s do have noticeably different suspension setups than the civilian models, braking systems (at least 9C1's), different gearing and yes... improved cooling systems.
That's what I thought as well when I read the OP post. 400 HP? HAHAHA. They aren't muscle cars by any stretch, even in cop form. My 10 year old 4 cylinder Saturn cant outrun them.
I doubt the reason is "pretend to be a cop" - maybe pretend to be a taxi driver? As you see just as many and they get sold to the general public in auctions after the munincipalities replace them.

I hate driving cop-looking cars. Try to make some time and everyone in the passing lane slows down. See a cop, slow down. See a Vette, get out of the way! I'll take the Vette.

Buddy, you can't type in English for sh1t so I'd suggest taking care of yourself before criticizing other people. Not to mention the Crown Vic was removed from public sale because they are running on an ancient platform that Ford has since replaced with newer vehicles. It has nothing to do with people impersonating police officers. The only reason they still sell them for fleet use as Taxi's and police vehicles is because they are durable and cheap to fix which makes them good in high mileage fields.
