It's probably illegal to throw the palm fronds over. That they fall off is an act of nature. Dumping them over the fence is just rude.

OP this post annoys me. Your neighbor is doing the right thing, because what you need to do is trim that tree so it doesn't invade her property. You should pick up after your mess.

My neighbors' ugly and disgusting tree leaves dry my lawn all the time. You don't know how annoying it is. We usually pick it up but if we are in a really bad mood, we do as your neighbor. Another tree(same neighbor) it's invading our yard and even our mango tree is leaning towards the house, one of these days our mango tree is gonna fall on top of our roof. They are good people but lazy as hell. People should be more considerate when choosing their trees. Ours never, ever leave that kind of mess. It is so disrespectful.

By the way we have spoken to them and they have agreed to pay for trimming those trees several times (we share the same landscaping company, thank God) but those trees grow fast. We do get along with them.

Also instead of considering hiring a lawyer(the American way) Maybe considing trimming those trees and taking the debris to a garbage facility. I don't know where you live, but they should have one available in your area. We go there all the time.

I have my trees trimmed on a permanent basis---these people have the same mentality as you "dog eat dog" Go to church it might help you.

Well you could always pretend it fell on your yard and pick it up. You say you don't have space, maybe your neighbor doesn't have space either. It's your tree, they don't have the power to cut it like you do. Be a good neighbor, start with the woman in the mirror.

Well then she can record her neighbor and sue, since that is much easier than just simply talking to her neighbor or trimming that palm tree a little more often. She is a good person, I'm sure she will choose to sue.
