RG-6 (cable) lines come in orange colors. I know mine is. And that's definitely cable box. The cable company probably put a new line to your neighbor but haven't buried it yet.

Yeah, probably needs to be buried yet. We had a line (but the cable line was black) around our house for a few days until it was buried. The tech that came out to install the first day didnt have the right tools to be able to bury the cable - especially since our driveway are made of pavers and it had to be ran front the front of the house to the side - so they had to bury underneath the pavers.

the box on the left is cable tv and the one right is telco (looks like at&t/bellsouth) the orange wire is a temp going to the house for cablevision. the tech usually places the wire on the ground and a contractor or other tech buries the wire.

My neighbors had something like this pic a few months back. Then I saw the lawn painted with lines. Turns out they had some landscaping lights put in after a major landscaping job. After all was done, the extension cord and whatnot disappeared. So there may be an explanation for it, especiallyy considering they are really good neighbors.
