No. Comcast/Xfinity runs a public network off of people's home routers. Users can opt out of it, but most don't. You can log into their access point with your Comcast/XFinity login and password.

Right now I am using the phone on wifi. But I am having trouble on most public wifi spots, so I would like to be able to activate it on cellular later.

The phone was packaged in net10 box, with the warning that it should only be activated for net10. But unless the serial number is coded in some way for net10, there doesn't seem to be anything unique about the hardware for net10.

The browser had the logos of several different companies including net10, tracfone, straight talk, and four others. However, all of these companies are actually subsidiaries of América Móvil.

América Móvil has 26 million subscribers in the USA and 71.463 million in Mexico, so it is almost as large as Sprint in the USA.

If the answer is it can only be activated with net10, it isn't a serious limitation as they are not that much different.
