You should probably never use triple 13 on lawns, my guess is its quick release and will give you a flush of green and growth which it can't sustain. It sounds more like a garden fertilizer to me. If you do decide to use it on trees and plants, its best to use it when the plants are actively growing. Water is not needed unless you are in a low rainfall area or in the middle of a drought.
