My neighbor's front yard always looks so nice. Groomed low bushes and flowers surrounding their lawn area, with no weeds. This week I noticed they bought a load of what looks like top soil and have thickly spread it under/around the bushes, like you'd do with mulch. It looks nice, but would this prevent the weeds from coming through? If so, I'd like to save some money and not buy more mulch!

Using topsoil instead of mulch will do nothing to stop weeds, (wil even encourage more) but it will smother your plants
So unless you want to kill what you got and replace with weeds, go get mulch. The super fine shredded stuff looks really nice.
You can also use a pre-emergent herbicide at the appropriate times.
Dont' forget maintaining landscaping is WORK. Sometimes you have to get out there and pull weeds. Or pay someone to do it. That's life with landscaping.

It probably is dirt.
My guess is they're fixing to plant a bunch of flowers on top of the root zones of their trees and shrubs which is definitely a gardening no-no.
You should ask them. Everyone in our neighborhood swaps plants and shares ideas. How sad you don't talk to your neighbors
I am sure it is a fine dark mulch. If they are that maticulous about their yard I can't imagine them just using soil. UNLESS, they laid soil down with plans of mulching this weekend?
