I just moved into a new house (well, new to me) and it has soft water. My plants aren't looking too happy, especially the prayer plant. Could the soft water have anything to do with it?

Yup, salt buildup can hurt your plants.
Almost all houses that have soft water have a hose bid the comes off the municipal water feed or well before it reaches the salt tank. Get water from there to water your house plants.

I never used my tap water to water my plants because I had soft water. I always went out to the outside faucet to get a bucket of water for my inside plants. Soft water is not healthy for houseplants.
