OP, something else I just remembered for drought and heat resistant evergreen plants and trees for your climate that could do quite well is junipers. There are several different species of junipers ranging from low, spreading ground covers to medium sized shrubs all the way up to unique shaped tall trees at maturity. If you want year round greenery that can withstand an arid climate they are something to consider.

OP, it looks like you live somewhere that succulents would thrive. Since you have mentioned possible water issues I would plant cacti and other succulents along the walls to soften their appearance. You can re-purpose the rocks you are removing in the same area.
