Not by a long shot. New York is the most powerful (in the U.S. anyway) because of its influence over the economy.

I think the ability to wage war and deploy nuclear weapons (and yes, even mismanage the U.S./world economy) makes DC the most powerful city.

Washington D. C. is a different animal. new york can compare to London but neither can approach the American Capital. American forces drive the decision making in new york, not the other way around.
