Sacramento. It has a nice downtown with historic architecture. Great restaurants of diverse ethnic cuisines, decent nightlife and some beautiful surrounding surburbs and towns. It is also located about half an hour from the beautiful Sierra foothills. About 45 minutes from the Amador wine country, about an hour away from Napa and Sonoma, and an hour and a half away from San Francisco, and the same distance to Lake Tahoe.
Grand Rapids, Michigan- has a population of ~200k but is very cosmopolitan. It feels more like a city of $500k+ and has some neat little bars and restaurants. It is also very walkable. The city has a wooden boardwalk along the Grand River and some picturesque bridges, similar to Pittsburgh. While you're there, stop into Hopcat, which has an innumerable number of beers on tap and a loft/lounge upstairs to chill. If you do go to GR, you might as well take a drive to Lake Michigan, which is < 45 minutes west of the city. Stop off in Grand Haven, it's a gorgeous fishing/resort town on the lake- you won't regret it.
Baltimore. I think I had more fun there than I did in Washington DC.
