Chicago has decent access to rail with Metra, 11 lines radiating out in all directions with a few hundred stations. Can't really say the same about buses though. PACE certainly isn't the greatest.
Chicago has good transit to get suburban people into downtown and back home, but not to just live their lives going from suburb to suburb.
Which suburban metros in the US have access to functioning buses and rail?
I'm a bit confused by the question. Do you mean suburban areas of any metro? Or do you mean metros that are uniformly suburban, such as Phoenix or Orlando? If the latter, I'd say quite a few have some form of rail transit, either light rail or commuter rail, but that the systems are not very comprehensive and are limited in scale.

These lists could go on and on, but generally, I think if there is solid transportation in the core, you'll find it also provides fairly strong suburban coverage.
