The NYC suburbs have very good access to rail and bus lines. You have the LIRR, Metro North, NJ Transit, PATH, and plenty of public bus routes.

Chicago has decent access to rail with Metra, 11 lines radiating out in all directions with a few hundred stations. Can't really say the same about buses though. PACE certainly isn't the greatest.

Chicago has good transit to get suburban people into downtown and back home, but not to just live their lives going from suburb to suburb.

For South Jersey, Camden County and Atlantic County have pretty good transit options to Philadelphia.

Most St. Louis suburbs are well-served by Metro buses. And Metro rail lines serve the western inner-ring suburbs as well as some on the east side.

Almost all of Metro Phila except for lots of Chester County has decent bus service.

I'm a bit confused by the question. Do you mean suburban areas of any metro? Or do you mean metros that are uniformly suburban, such as Phoenix or Orlando? If the latter, I'd say quite a few have some form of rail transit, either light rail or commuter rail, but that the systems are not very comprehensive and are limited in scale.

If the former, there are quite a few good examples:

New York
Boston
Chicago
Philadelphia
San Francisco
San Diego

Getting there:
Los Angleles
Seattle
Washington DC

These lists could go on and on, but generally, I think if there is solid transportation in the core, you'll find it also provides fairly strong suburban coverage.
