Minnesota by a long shot. North Dakota has nothing on Minnesota. In Minnesota you have many great hang-outs and multiple large, medium and small cities. 10,000 lakes, Lake Superior, the Mississippi watershed, Duluth, Minneapolis-Saint Paul especially, St. Cloud, etc. North Dakota is just too rural for me. Fargo is not much of a city to brag out, nor is Bismarck. If a Minnesota winter is incredibly severe, I would think North Dakota is slightly worse.
North Dakota is cool to visit with some of the coolest, down to earth people I have ever met and by the way Fargo is the bomb. Im from Minneapolis and i think this is really not a fair poll do to the fact that Minneapolis alone has almost as many people as North Dakota.
North Dakota would be my choice though Minnesota is nice too. The upper midwest is the best part of the country. I see the winter icebox of the lower 48 Langdon, North Dakota has a forecasted high of 12F and low of -5F on Saturday which sounds good to me.

With the Twin Cities and 10,000 + lakes in Minnesota, I can't think of anything in North Dakota that could possibly match. The only thing that comes to mind for North Dakota is oil boom and all the boomtown problems that go with it (housing shortages and inflation) and heinously cold weather in the winter.
