Minnesota, Wisconsin, Iowa, Illinois, Indiana, Michigan, Ohio, Pennsylvania, Maryland, Delaware, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, Vermont, Maine.
He/she is asking what percent of the Twin Cities' and Orlando's tourism numbers are people from the northeast? Out of all of the people who visit these two areas, how many are from the northeast? Pretty simple.
Why you would assume he was including the mid-west when he said "northeast"? Because the twin cities are in the mid-west? He asked what percentage of tourism in the twin cities is from the northeast - not what percentage of tourism in the twin cities in from the mid-west and northeast.
Do the twin cities get any appreciable amounts of tourism? Conventions, perhaps. People from the surrounding region coming for shopping and big city sights for sure. But I can't imagine why more than a handful of new Englanders would take off for MSP. Not for a change of weather, that's for sure.

For the Twin Cities, it is probably a relatively low number. And most of that will probably be business trips, although I am sure you get some of the retired "long distance traveling to see the whole USA types" (I envy those!).
For Orlando, I am just guessing 10%, 15% or 20%? Not really sure but the Northeast does have over 50 million people plus alot of us have family down in Florida (myself included) so we go down there often. Having said that, Orlando also gets many toursits from the South, Midwest, Canada and across from Europe and Latin America.
I have no idea how popular Orlando or Florida in general is in the Western United States, but its big in the East and Central areas as well as Canada.
