Among larger metros Gallup puts Charlotte in the top-five for well-being and this cite indicates it's not too expensive.

U.S. City Wellbeing Tracking

They put Raleigh as tops for "city optimism" and it's not listed as too expensive either.

Generally though even the better "cheaper" cities are what might be deemed "boring" or "unpleasant" cities by the standards of many here. Places where you might have to do non-urbane things like drive a car or eat at a chain restaurant.

You can enjoy a high quality of life on any income anywhere, as long as you don't have to buy every new toy that your heart desires and have access to unlimited entertainment choices.

I wouldn't go that far as obviously there's a point where you cant afford the basics but I agree for the most part with you.

Des Moines, Iowa has the highest household income in the country when adjusted for cost of living. If you are young and looking to party it isn't the place to be but it is good for all the other phases of life. It has good schools, low crime, low unemployment, low cost of living and a live and let live ethos.

Places like Des Moines, Omaha, and Sioux Falls are starting to experience decent growth because of the high quality of life there.

You could check into Oaklahoma City. It's only a state away from Texas and it has amongst the cheapest rentals in the nation, along with low crime, good schools, low cost of living, and low traffic.

Oaklahoma City doesn't have good public transit and its quite car based but there still is quite an urban city.

Here is a video I found:
