Looking for 1br place anywhere in states marked with green where rent is $400 or less.

Detached House is preferred, but not a must. Apartment is okay too.

Any advice what state city i should look at?

Rural is OK!
Shack in the woods Great!
Cold climate Perfect!

Check out Ohio in the Youngstown-Warren, Zanesville-Cambridge, Marietta-Athens, Tiffin or Mansfield areas to name a few.

In some parts of Detroit and a few other places like Flint or Toledo, you can buy a house outright for $400.

The lower the demand for housing in the area, the better chance you stand. Places that have seen a lot of depopulation, where housing supply outweighs demand, are probably your best bet. I agree with the poster who suggested Warren-Youngstown. Also, probably parts of Michigan.

Just out of curiosity, why did you leave off Iowa, Illinois and Indiana? Do you have something against those states?

Yeah, but you're probably going to have to put 10's of thousands into it.
