Reading OP's other posts - a 22-year old medically discharged US Veteran from the Midwest. Job skills are probably limited and he should qualify for GI Bill for education/some cost of living/medical.
Where does he have some social network, what trade/education does he have in mind and where are the appropriate schools? P/t work can be found everywhere.
I would definitely not say Seattle or anywhere in the Bay Area. That area is one of the most expensive places to live. As for the original question, I would say the following cities.
-Anywhere in Texas (Austin, Houston, Dallas)
-Minneapolis/St Paul
-Omaha
-Des Moines
-Tulsa
-If you are able to live without urban cultural amenities, Oklahoma City has a booming job market and so does North Dakota because of the current O&G boom
If you want a major city with plenty of job opportunities and a relatively low cost-of-living, I would look into Phoenix, AZ. There's no need to live in Tornado Alley if you don't have to.
