Atlanta, Houston, Phoenix, and Dallas fits that bill. Large metros, low cost of living, very good economies, a lot of businesses are in those cities.

Cities in North Dakota and South Dakota have low unemployment rates and are low in cost to live.

In this day and time, its more about finding a job and then seeing if the relevant employment is in a place you can live in or fits a certain degree of personal criteria.

If you work in IT then Palo Alto would be a good choice. If you need to be near financial centers then Chicago and NYC are good choices. If you want to work retail or fast food then anywhere in Oklahoma or Florida would be good picks.

Your question is far too vague to really answer though. What specific job opportunities are you looking for?
