In the western part of Washington state where I am now, backyard pools at houses are uncommon. I only knew of a few people at my school who had a swimming pool and they were indoor. I think I have only been to one or two backyard outdoor pools in Western Washington-most of them seem to be at the country clubs and hotels. They seem to be limited to the wealthier people here.
However, in the eastern part of the state, backyard pools are a lot more common and a lot of people are able to afford it, even if they aren't wealthy. It's a lot hotter over there so it makes sense.
How common are swimming pools at homes where you live? And which area/state are you in?
Outdoor swimming pools are rare here. Only one of my neighbors has one. I do have a relative that has one. Even the number of public outdoor swimming pools is declining.
You can talk about the high cost of insurance, and high maintenance costs, but I think the real reason is that it is just too cold here. The mean July temperature here is only 71 F.
About a third of the houses in most "average" neighborhoods in East Texas have pools. In more expensive neighborhoods, the ratio is even higher. We're going to build a pool next year in our own backyard! I can't wait!

In NJ probably one out of every 10 homes have an outdoor pool despite hot & humid summers. However, every town has a community pool and of course Jersey Shore beaches.
Swimming pools aren't rare in Florida. You can even find small and decrepit 70s ranch homes in poorer areas with backyard pools. But sometimes people don't find the time and money to take care of the pools and they can eventually become habitats for snakes and gators.
Pools are not common in Michigan. No need for them half the year.
Besides, why do all of the upkeep when there is no point that is not at least 1 mile from a lake, river or stream in this state. Not to mention, the state is surrounded by water.......well nearly surrounded by water.
They're pretty common around where I live. Most are above ground, only a few are in ground. I live on a pretty small street with only one row of houses, across the street is a river not homes, and I think 3 homes have pools. Two are above ground, one is in ground. We also have public pools, and 'public' pools that are more upscale - "swim clubs." I joined one year… ugh, it was too yuppy for me.
