Why would you pick Minnesota over Michigan and Wisconsin, for starters? Twin Cities vs Detroit & Milwaukee, "Minnesota Nice" vs bar/drinking more social cultures?
No you're wrong. Virginia is probably one of the top states with the most snobby people, ever been to Northern VA. I'm surprised it's even on the list.
It's not the best list, but the OP has presented us with a specific selection of states, so we have to work with what we're presented with.
With that said, I'm shocked to see Minnesota and Virginia on that list. From what I know, Minnesota people are extremely insular and can be snobby in a different way. Northern Virginia is snob central.

Probably not, considering I live in the region and people in MN are definitely more reserved than people in WI - ask anyone, including Minnesotans. It's part of the culture, from the ethnic mix to the social/drinking culture in WI vs "blue laws" in MN.
And the Twin Cities are more snobby, arrogant and materialistic than Detroit or Milwaukee for sure - there's more money there right now.
Safety and snobby/unfriendly are two completely different things!
