Anywhere off the Interstate is scenic, relatively speaking. Pick any two points at random, and drive from one to the other on back roads. You are guaranteed to enjoy the scenic drive.

Alaska and Hawaii are right at the top for me. Also...
Arizona (saguaros, sunsets, Grand Canyon, Sedona)
California (Golden Gate, Lake Tahoe, PCH, too many other places to mention)
Utah (The Mighty Five!)
Colorado (Tellurdie/San Juan Mountains)
North Carolina (Smokies/Outer Banks beaches and lighthouses)
Oregon (Crater Lake, Oregon Coast)
A lot of places all over the New England states are very scenic (Acadia NP, Vermont in the fall, rocky harbors in Maine, beaches on Nantucket)

I've only been to 16 states, so out of that bunch I'd have to say New Mexico (especially when the mountains are blanketed with snow) and South Carolina. (Myrtle Beach: yes) The Great Smoky Mountains would around the Tennessee/North Carolina border get an Honorable Mention but it doesn't help that I was only 7 the year I visited.
