Let's define city as any MSA with a population of 500,000+.
The answer is going to be somewhere in a smaller rural area. Although if you define the term by least educational attainment for a city in the north then you're probably talking Rockford, Illinois (150k city proper, 349k metro).

I'm sure there are smaller cities that are more, but for large cities, Pittsburgh's frings are very redneck.

I can only answer for the northeast region, but I would assume Baltimore would be a top contender for the title. It actually gets a little bit more redneckish in some parts the closer you get to the city. Honorable mentions go to parts of Carroll and Harford counties as well.

The Hampden neighborhood, while currently gentrifying, has a reputation of being the redneck capital of the Bos-Wash corridor.

I don't know about that 87% figure, as Allentown has a very big Hispanic population that has exploded in recent years and a notable Black population. Same with Bethlehem. Photo Essay: The Majority Minority | Jerk Magazine

It also depends where you live / grew-up in and around Baltimore that plays on your perception of redneck areas. For example, someone from Towson might think of White Marsh, Reisterstown, or Westminster as pretty redneck areas. While most people in Reisterstown would consider Redneck areas to be places such as Dundalk or Glen Burnie.

There are are plenty of Ohio and Michigan natives with no ties to the South who are very redneckish.

Of all of the places I've been, Cleveland Ohio was pretty bad.
