I think this clears up which metro's keep the most affluent African Americans discussion. Very interesting that 5 of the top 10 are in Prince George's County, MD while LA and New York area make up the rest. Below list the towns with their median income:
Couple of things noticed are the absence of communities in the Atlanta area which obviously has a much cheaper cost of living therefore not comparing in overall income to DC, LA, NY areas. And as far as the designation of what some of these communities are I'm not sure what the criteria is. Woodmore is really a part of Mitchellville/Bowie, MD, just as Friendly is only a small area of Fort Washington around Friendly High School i don't know of anyone who has a Friendly, MD address. Kettering is actually a subdivision in Upper Marlboro, MD. But I am pretty proud to see my hometown Mitchellville, MD in at #4 in the country !!!

Which is why I would like to know the criteria used here and how the boundaries of which neighborhoods are determined. The pic of the one you posted only seems to be like a 3 block radius.

That is why it is called a census block group. I think that area posted had 9 blocks. Here's a streetview: Google Maps Street View
I think the article is going by incorporated or census designed places(aka cdp's for the latter).

Yes, and Baldwin Hills is just a neighborhood of Los Angeles (residents there still have to put Los Angeles or L.A. on their postage). Even most residents of Ladera Heights and View Park-Windsor Hills put "Los Angeles, CA" on all of their postage (despite these two communities being outside of the city limits and officially recognized as unincorporated Los Angeles County).
I agree that there needs to be a distinction on what "community" means. Is it correct to include both independent towns and small neighborhoods of large cities on the same list? In any event, it's nice to know where you can go if being around affluent Blacks is your thing.

The article says "10 of the Richest" but your title says, "The 10 Richest". It's not the same thing.
Oakland has some majority Black neighborhoods that would compare to those^
I just noticed that the article is for median family income and not household income. In that case the small census block group area of Buffalo posted before has a median family income of $131,667(median HH income for Blacks is $121,618). So, depending on what census division information is being used, you can find such areas in various places.

The article is based actually based on 'average family income', which actually tends to be higher than 'median family income'

True and in that case, that Buffalo census block goes up to $143,565 for the mean family income.
