In terms of of quality AND diversity of cuisine I would say either Atlanta or Dallas. New Orleans is great for what it is but doesn't have the depth of the other two.

Nor do Dallas and Atlanta have the breadth of Houston. That's not even arguable, as any experienced foodie can tell you.
Still, the restaurant scene in New Orleans is world famous, and it is vastly underrated in terms of diversity. Too many tourists go to the city looking to eat great "Cajun" food; ignorant to the fact that the city is far much more than gumbo.
Miami probably won't get much notoriety in this thread, which is a shame, because the Caribbean and South American food there is incredible.
New orleans has the local cuisine down. Nobody is beating New Orleans in that. But Houston beats it with the diversity and variety. I think those two are the winners and since Houston has more variety, that's my pick.
