Annapolis, MD; Newport, RI; Williamsburg, VA; Alexandria, VA; Federicksburg, VA. Sections of most of the East Coast cities (Boston, Philly, etc), but off the top of my head these are notable in feeling as though you're across the pond.

Boston or Philly. NYC is too dense and has too many shiny skyscrapers to even remotely look like a british city. The other cities are too small or just way far off (Seattle).
