warm, safe , interesting places to live? (hotels, living, restaurants)

Im 19 years old and planning on living on my own for the first time. i would love to live in midtown Sacramento, or anywhere in California for that matter but i just cant afford it yet (no matter what i plan on moving there at some point in my life). what places are similar to there, good night life, safe, young crowd, great culture, liberal views, great weather year round. im actually pretty lenient with weather as long as its warmer for more or the year than its cold.

You might like Athens, Georgia which you might find surprising in that hits all of your criteria well. The only hitch could be employment, unless you're planning to work in restaurants/bars/coffee shops or similar.
