Since when are WV and VT on the Atlantic Coast? PA isn't either but I can understand its inclusion here due to the Delaware River that flows a short distance directly to the Atlantic.
Isn't there data on this so we don't have to presume and/or guess?
I'm sure there are, but there is also the real world. As someone else mentioned, it all depends what part of the state you live in so everybody's perception may be different. As an example, I live in what is considered a high cost state (MD) but where i live is quite affordable. Housing, property taxes, etc are all considerably less here then the central part of the state that gives it the high cost status.
Connecticut, NJ and New York (at least downstate) are likely the most expensive.
Don't forget Mass. Boston is super pricey
